On-Campus Student Employment Policy

The purpose of this document is to set forth appropriate standards, priorities and guidelines for on-campus student employment which are consistent with the mission of the university. For the purpose of this document, the term 'student assistant' is to be interpreted as any student employed on campus other than those employed through the Federal or State Work-Study program or in the capacity of staff or faculty. For information regarding work-study, refer to the CSUSB Work-Study Employment Policy available in the Financial Aid Office. State funds are allocated through the university's budget for the purpose of hiring student assistants.

A limited number of part-time on-campus jobs are posted in the Career Development Center for eligible CSUSB students.

Student employment opportunities are wide-ranging. Student assistants may score papers for faculty members, perform clerical tasks, aid maintenance personnel, shelve books in the university library, work with audio/video aids, or assist in the computer/technology area. Some jobs are short term (1 or 2 days) while others are utilized throughout the academic year.

Eligibility for a Student/Graduate Student Assistant Jobs

Eligibility to work as a student or graduate student involves:

  • Undergraduates must be regularly enrolled (excludes Continuing Education and open university), in six (6) units. Graduate students must be in a continuous enrollment program.
  • International Students are eligible to hold on-campus jobs. However, they must obtain the necessary paperwork from the International Students Office prior to completing the sign-up procedures in the Career Development Center. Please refer to the Services to International Students handbook for details.
  • International Students must be enrolled full-time.

Citizenship and Eligibility Documentation

It is the responsibility of the employing departments to verify that the number of academic units being taken by their student assistants meets the above minimum after census day.

The supervisor must inform students prior to sign up that the student will need to present proof of eligibility to work as described by the Immigration and Naturalization Act of 1986 at the time of sign up. Form I-9 Acceptable Documents are:

List A Documents

  • A U.S. Passport or Passport Card
  • Form I-551 Permanent Resident Card or Alien Registration Receipt Card
  • Form I-766 Employment Authorization Document Card
  • Foreign Passport with I-94 or I-94A with Arrival-Departure Record

List B Documents

  • A current driver's license (and extension if applicable), or a state issued ID card and
  • School ID Card with photograph
  • Voter Registration Card
  • U.S. Military Card or Draft Record
  • Military Dependent ID Card
  • Native American Tribal Document

List C Documents

  • An unlaminated original social security card or a NUMI computer printout issued by the Social Security Administration. (NOTE: A social security card will not be accepted if card includes the statement 'not valid for employment.')
  • Original or Certified copy of birth certificate issued by a state, county, or municipal authority or outlying territory of the United States bearing an official seal.
  • Employment Authorization Document issued by the Department of Homeland Security (DHS)

Students and supervisors should confer with the U.S. Citizenship and Immigration Services government website for information detailing all acceptable I-9 Verification documents. The Student Employment Office can also provide an acceptable list of documents if necessary.

Working Hours

Student assistants may not work more than 20 hours per week when school is in session. Students may hold more than one student assistant job, providing the total number of hours worked does not exceed 20 hours per week. School breaks, including summer sessions, constitute school not being in session; and at such times, student assistants may work up to 40 hours per week. Student assistants are not eligible for overtime.

Working Conditions

Student assistants are entitled to a 15-minute paid break for every 4 consecutive hours worked. The Fair Labor Standards Act mandates a half-hour unpaid break be provided for every six hours worked per day. Where applicable, employing departments are required to ensure that student assistants pass the CSUSB Defensive Driving Test prior to driving any campus vehicle.

Student assistant jobs are not State employment positions; service is 'at will.' Employing departments are not required to continue to employ a student assistant from quarter to quarter or from year to year. However, the general practice at the university has been to continue to employ student assistants who have performed in a satisfactory manner providing funding is available. A grievance policy is available to all student assistants in the event they believe they have been unfairly dismissed.

Grievances

Occasionally, job-related problems surface between a supervisor and a student assistant. When such situations arise, the following steps are taken:

  • Initially, the problem should be discussed between the supervisor and the student assistant in an attempt to solve it.
  • If the issue is not fully resolved at this meeting, the issue should be taken up with the Student Employment Office in the Human Resources Division. The Student Employment Office will guide you to the correct department in the Human Resources Division, Labor Relations or Institutional Equity & Compliance depending on the nature of the complaint. 

Payroll Process

A completed time sheet is required for every student assistant for each official State Controller pay period. It is the responsibility of each employing department to ensure that all information on the time sheet is accurate and contains all required signatures. Original time sheets must be maintained by the employing office for a five year period. Payroll information from time sheets shall be transferred to the Student Assistant Listing’ form and turned in to Payroll by 5:00 p.m. on the due date posted on the Student and Positive Pay Calendar located on the Payroll website. Pay will be issued on the 15th of the following month (date will be adjusted if the 15th falls on a weekend day).

Wage Plan

Student assistants provide a valuable contribution to CSUSB in the services that they perform in various departments throughout the university. In return for their services, students are paid an hourly wage. The university has determined to move the entry wage rate from $16.00 per hour to $$20.00 per hour to conform to the State of California minimum hourly wage rate of $$15.50, effective January 1, 2023.

The rate of pay for both student assistants and graduate student assistants is determined by the university's established pay range of $16.00 - $20.00. Newly hired student assistants normally begin at the minimum of the range and may be paid up to the maximum rate with proper steps taken to advise Human Resources, specifically the Student Employment Office, of the reason, and effective date the updated compensation.
