Policy:

According to Executive Order No. 661, one-third of all revenue collected from new or increased fees must be used for institutional financial aid grant, work study, and/or fee waiver programs to meet additional student need. To maximize the effective use of the funds, an administrative policy with broad guidelines is recommended to respond to changing needs of the university and the students it serves.

This grant program is called the CSUSB Institutional Grant.  The CSUSB President authorized the Executive Director in the Office of Financial Aid and Scholarships as the appropriate designee to administer the CSUSB Institutional Grant program as well as other similar institutional financial aid programs.

The Office of Financial Aid & Scholarships shall use the CSUSB Institutional Grant to supplement the financial aid packages for the neediest and most at-risk students as a priority. It is a valuable resource that helps students make ends meet. However, it is not a significant source of funding, and it is not sufficient to satisfy the total financial need of all students

General Eligibility Criteria

In support of ensuring our students graduate, the CSUSB Institutional Grant is used to help students with the following criteria:

  • Limited or exhausted financial aid eligibility – Help students who are close to completing all graduating requirements and have limited remaining eligibility or have exhausted eligibility for Federal Pell Grants, State University Grants (SUG), Cal Grants, and/or federal student loan programs. The award amount depends on the student’s situation and need.
  • Economic/financial emergency or other unusual circumstance – Help students with emergencies or unusual circumstances that are identified

 

Eligibility Requirements

  • Must be admitted to or enrolled at CSU, San Bernardino
  • Funds generated from new mandatory fees for the purpose of providing financial assistance will be administered by the Office of Financial Aid & Scholarships (OFAS).
  • On a semester basis, Student Financial Services will determine the amount of funds available based on actual enrollments.
  • Based on the needs of students and the campus, the Office of Financial Aid and Scholarships will apportion funds to scholarship, grant, work and/or loan programs. These funds may be applied to new institutional financial aid programs and/or to overmatching federal and state aid programs administered by the university.
  • A modest amount of funds may be reserved to address potential federal or state aid over awards for which the university may have some liability.
  • Financial assistance allocated to CSUSB students from fee-generated funds will be awarded based on individual student cases as determined by the Office of Financial Aid and Scholarships.
  • The Office of Financial Aid and Scholarships in collaboration with Student Financial Services will provide an annual report to senior administrators with detailed income and expenditures for the previous year.
  • Unused funds from the previous year will be carried forward to the following year to be awarded according to the guidelines in the policy.
  • No administrative allowance will be charged to this account.
