CSUSB  does not share information with anyone, including law enforcement authorities, about immigration status, religion, nationality, ethnicity or other information about individual students and employees without -a student or employee’s permission, unless presented with a judicially issued subpoena or other legally binding requirement.Additionally, CSUSB University Police do not conduct immigration enforcement, as is consistent with California law. Immigration enforcement is the responsibility of U.S. Immigration and Customs Enforcement, not the university.

If You are Approached by an Immigration Officer

  • Ask the officer for their name, identification number, agency affiliation, and contact information.
  • Inform the officer that you are not obstructing their process and do not have the authority to respond to the request.
  • Direct the officer to visit the University Police Department (UPD) located at 5500 University Parkway or call UPD Interim Chief Brockie at (909) 734-0881.
  • Contact CSUSB Police Department at (909) 537-5199 if the officer does not leave. Call 911 if you are concerned about your physical safety.

Communicating ICE Presence on Campus

Upon receiving a report of ICE on campus, CSUSB University Police will verify the activity, and a campuswide email will confirm ICE presence. The university flagship social media accounts will also circulate the message.The communications will include the date, approximate time, and location of the ICE presence. This communication protocol is consistent with SB 98, the Sending Alerts to Families in Education (SAFE) Act.
 

International Students

Compliance Visits for International Students and Employees

As an institution engaged in a range of international academic exchange and employment programs, we undergo regular federal compliance visits that audit campus records, typically associated with the International Education program. These visits do not entail ICE immigration enforcement activity. Campuswide messaging will be sent in advance of compliance visits, as per CSU policy, and consistent with SB 98.

Public vs Non-Public Spaces

CSUSB is a public institution and cannot prevent Immigration and Customs Enforcement (ICE) from accessing public spaces of the campus. Public spaces include those that do not require permission, keys, or card access and are typically open to the general public - outdoor walkways, building lobbies, common areas in the student union, public areas in the library. 

However, CSUSB will not grant ICE access to non-public areas without a verified judicial warrant. Non-public spaces include residence halls, faculty and staff offices, employee-only areas, classrooms while in session, and rooms with locked doors. This ensures compliance with state law while protecting the privacy and rights of students, faculty, and staff.

Free Immigration Legal Services

CSUSB students, staff, faculty, and their immediate family members, as well as recent alumni, have access to immigration legal services at no cost. Immigration Legal Services are established at all CSU campuses and at CSUSB, these services are provided through our partnership with CARECEN, a local non-profit immigrant rights organization that focuses on immigration legal services, advocacy, and education.

What should I do if I see or am approached by an immigration officer on campus?
  • Stay Calm and remain professional.
  • Respectfully let the officer know that you are not obstructing their process, but that University Police is our university’s designated point of contact for immigration-related enforcement.
  • Direct the officer to visit the University Police Department (UPD) located at 5500 University Parkway or call UPD Interim Chief Brockie at (909) 537-5199.
What if ICE is on campus after business hours?

Immediately contact the University Police Department, at (909) 537-5199.

Will CSUSB police officers assist ICE in immigration enforcement?

No. Under state law, CSUSB’s University Police Department (UPD) is prohibited from using university resources, personnel, or funding for federal immigration enforcement. UPD cannot stop, question, or detain individuals solely based on their immigration status and does not coordinate with ICE for immigration enforcement actions. 

Are CSU employees allowed to assist ICE?

No. Under AB 21, CSU employees are prohibited from assisting federal immigration authorities in enforcement actions. If approached by ICE, employees must direct them to University Police.

What happens if a student, faculty member, or staff member is detained by immigration enforcement?

When made aware, CSUSB will notify the person's emergency contact as soon as possible, in compliance with AB 21. If detained, students will receive support to continue their education and receive referral to legal services.
