What We Do

Institutional Equity and Compliance (IEC) is responsible for ensuring that all programs and activities at CSUSB are free from sex and gender-based discrimination. This applies to all academic, educational, extracurricular, and athletic activities (both on and off campus). The California State University (CSU) has defined gender to include sex (which includes, but is not limited to pregnancy, childbirth, breastfeeding or any related medical conditions), gender identity, gender expression, and sex stereotyping. In addition to sex-based discrimination, sexual harassment, sexual assault/sexual misconduct, sexual exploitation, dating/domestic violence, stalking, and retaliation are all prohibited by CSU policy and addressed by Title IX and Gender Equity.

Oversight Responsibilities
OversightDescription
CSU Nondiscrimination PolicyIEC is responsible for ensuring compliance with the CSU Nondiscrimination Policy, which prohibits Discrimination, Harassment, Sexual Misconduct, Sexual Exploitation, Dating Violence, Domestic Violence, Stalking, and Retaliation. IEC investigates complaints under the policy and provides education and training on the policy to the University community.
Title IXIncorporated within the Nondiscrimination Policy, IEC is responsible for coordinating the University's compliance with Title IX, which prohibits sex discrimination and sexual harassment. IEC investigates and resolves complaints of  sex discrimination and sexual harassment, sexual assault, domestic & dating and stalking. IEC provides education and training on Title IX compliance to the University community.
Executive Order 1115, and Executive Order 1116 (Whistleblower/Retaliation)IEC is responsible for ensuring compliance with Complaint Procedures for Protected Disclosure of Improper Governmental Activities and/or Significant Threats to Health or Safety (EO 1115) and Complaint Procedure for Allegations of Retaliation for Having Made a Protected Disclosure under the California Whistleblower Protection Act (EO 1116).
Clery ActIEC coordinates with Risk Management on the University compliance with the Clery Act, which requires Universities to disclose information about crime on and near their campuses. In addition, IEC coordinates with the University's Police Department and Risk Management to compile and publish crime statistics, and coordinate with Risk Management on the education and training on the Clery Act to the University community.
CSU Conflict of Interest (COI)IEC is responsible for ensuring compliance with CSU Conflict of Interest (COI), which prohibits employees of the university from engaging in activities that may create a conflict of interest or the appearance of impropriety.
Responding to Oversight AgenciesIEC is responsible for responding to complaints filed with federal and state agencies such as the U.S. Department of Education, Office of Civil Rights, Equal Employment Opportunity Commission (EEOC) and California’s Civil Rights Agency (formerly DFEH) and the California State Auditor’s Office.
Research Funding ComplianceIEC is responsible in following the National Science Foundation (NSF) requirements for all awardee organizations to notify NSF of any findings/determinations of sexual harassment, other forms of harassment or sexual assault by any NSF-funded Primary Investigator (PI) or co-PI. The National Institutes of Health (NIH) also has similar policies, guidelines, requirements, and communications to make its expectations clear to the NIH workforce and NIH-funded organizations, and to take appropriate actions within their authority.
Campus Community Education Training and OutreachIEC is responsible for the adequate and timely training on the CSU Nondiscrimination Policy, including Title IX. IEC develops and disseminates educational materials, publications and in-service trainings designed for faculty, staff and student compliance.

 

Statement of Purpose

Institutional Equity and Compliance:

Oversee DHR, Title IX and Whistleblower responsibilities on campus by investigating complaints or allegations of sex/gender/sexual orientation, discrimination, harassment or retaliation and acts of sexual violence, while using a variety of CSU Policies, complaint processes and as well as raise awareness on campus.


The Executive Director and Title IX Coordinator oversees the CSU protocol regarding Discrimination/Harassment/Retaliation, Whistleblower and Title IX, 'a federal law that prohibits discrimination on the basis of sex in an educational institution's academic, educational, extracurricular and athletic activities (both on and off campus).' We follow the Department of Education's Office of Civil rights guidelines by:

  • Upholding the university's obligation to respond to sexual harassment, gender harassment and sexual violence.
  • Following CSU policies and complaint procedures
  • Working with designated CSUSB personnel
  • Offering resources and remedies for victims
  • Providing education and training for the campus at large
