CSUSB - COVID-19 Emergency Grant Programs
Cal State University, San Bernardino (CSUSB) offers emergency grants for CSUSB students experiencing financial hardships due to the COVID-19 pandemic. These funds have been made available through the U.S. Department of Education's Higher Education Emergency Relief Fund (HEERF), State University Grant, and Institutional Grant.

HEERF I
The Coronavirus Aid, Relief, and Economic Security Act, also known as the CARES Act, was passed by the U.S. Congress and signed into law on March 27, 2020, in response to the economic fallout of the COVID-19 pandemic in the United States. It includes a Higher Education Emergency Relief Fund (HEERF I) which allowed higher education institutions to use certain funds allocated by the Department of Education to support students and higher education institutions with expenses and financial needs related to the Coronavirus (COVID-19) pandemic.
HEERF I - Student Portion
CSUSB established eligibility criteria and payment amounts ensuring compliance with the US Department of Education regulations. The amounts were determined by leveraging the maximum possible award amounts to expend all funds in a single distribution to all eligible students. CSUSB began disbursing payments to students on April 27, 2020, in the form of the HEERF I Grant according to eligibility.
HEERF I - Emergency Grant
California State University, San Bernardino received $13,121,891 through the CARES Act funding for direct aid to students. The HEERF - Emergency Grant was established to provide the payments directly to eligible students.
Payment amounts are determined for all students who are registered in Spring 2020 at the time of disbursement and are eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965, as amended (HEA), and utilizing each student's Expected Family Contribution (EFC), if available. The payment amounts are as follows:

We continued to distribute the HEERF I - Emergency Grant funds in the Fall 2020 to students who were identified by the CSUSB Basic Needs program as having great financial need. The Basic Needs program is a system-wide initiative focused on addressing the food, housing, and financial insecurities affecting our students.
Total HEERF - Emergency Grant payments of $12,964,365 were disbursed to 16,192 students as of March 31, 2021.
HEERF I - Institutional Portion
Half of the funds allocated by the CARES Act to higher education is for institutional use. The University was awarded $13,121,890 in funding under the Institutional Portion pursuant to signing the required Certification and Agreement with the US Department of Education on May 11, 2020.
Sections 18004(a)(1) and 18004(c) of the CARES Act, allow institutions of higher education to use the institutional portion of the funds to cover any costs associated with significant changes to the delivery of instruction due to the coronavirus. It includes refunds made to students on or after March 13, 2020, the date of the President’s Proclamation of National Emergency. Institutions may also reimburse themselves for technology costs, upgrading campus wi-fi access, extending open networks, faculty and staff trainings, COVID-19-related essentials, and other costs associated with significant changes due to the Coronavirus.
Institutional Grant
The Institutional Grant was established to provide institution fund payments directly to students who were not considered eligible for the Federal CARES Act funds as determined by the Department of Education. Students include California Dream Act/Undocumented Students, International Students, and Students in Fully Online Programs.
Payment Amounts are determined for all students who are registered in spring 2020 on the date of disbursement utilizing each student's Expected Family Contribution (EFC), if available. The payment amounts are as follows:

HEERF II
The Higher Education Emergency Relief Fund (HEERF) II is authorized by the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA), was passed by the U.S. Congress and signed into law on December 27, 2020, in support for education, in addition to the Coronavirus Aid, Recovery, and Economic Security (CARES) Act.
HEERF II - Student Portion
CSUSB established eligibility criteria and payment amounts ensuring compliance with the US Department of Education regulations. The amounts were determined by leveraging the maximum possible award amounts to expend all funds in a single distribution to all eligible students. CSUSB will be disbursing payments to students in the form of HEERF II Emergency Grant.

State University Grant
The State University Grant funded grant payments to California Dream Act (CADAA) students. They are considered as not eligible for the Federal CRRSAA HEERF II funds as determined by the Department of Education.
Payment amounts are determined for all students who are registered in Spring 2021 on the date of disbursement utilizing each student's Expected Family Contribution (EFC), if available. The payment amounts are as follows:

Institutional Grant

HEERF III
The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the American Rescue Plan (ARP) and signed into law on March 11, 2021, in support to institutions of higher education to serve students and ensure learning continues during the COVID-19 pandemic.
HEERF III – Student Portion
CSUSB established eligibility criteria and payment amounts ensuring compliance with the American Rescue Plan regulations. The amounts were determined by leveraging the maximum possible award amounts to expend all funds in four distributions (Summer 2021, Fall 2021, Winter 2022 and Spring 2022) to all eligible students. CSUSB will be disbursing payments to students in the form of HEERF III Emergency Grant.
HEERF III – Emergency Grant
California State University, San Bernardino received $37,117,309 from the HEERF III funding of the American Rescue Plan (ARP) to assist students in need during the coronavirus pandemic. HEERF III Emergency Grant was established to provide the payments to eligible students.
